Reality is, that Google doesn't pay much attention to their gimmicks. The main thing is good coding (the hidden stuff that makes your website run).

Flash and other plug-ins may have nice graphics, but they are intrusive, often with large file size (some are several megabytes).
 
Sometimes the plug-in is loaded into your browser without your permission (that's invasion of privacy).
 
All this amounts to being user unfriendly. Slow downloading, crashed computers and just plain ol' annoying - does not make your visitors happy.
